We manage all applicable requirements as a single, integrated system rather than isolated obligations. This service may be delivered as:

- A fully managed project, where requirements integration is executed and monitored under an agreed scope
- This approach ensures visibility, consistency, and control across contractual, regulatory, operational, and technical requirements.
Requirements can be managed in modules or packages, depending on client needs. This may include managing:
- A single category of requirements, or
- A combined package (for example: contractual + national regulatory requirements)
- Project management services can be applied to each package when required.
Requirements management activities start with tailored compliance evaluations, using customized check sheets developed from agreed requirements. Each requirement assessed is assigned a criticality level, based on practical experience, to determine:
- What may prevent or delay the start of operations
- What can be addressed at later stages
- What does not materially impact operational startup
This allows clients to focus resources where they matter most.
A physical or operational survey of the asset is a critical step to:
- Validate actual compliance status
- Confirm findings from documentation reviews
- Identify practical constraints and opportunities
- Define the most effective path to achieve compliance
This ensures that solutions are realistic and executable.
Requirements evaluated may include, but are not limited to:
- Contractual requirements. Based on public bidding documentation or client-specific contracts
- Business and operational requirements. Including team sizing (onboard and ashore), operational costs, client relations, communications, compliance monitoring, and value chain analysis
- Ship / vessel operational requirements, divided into:
- Marine
- Technical
- Hotel
- Manning
- Electrical
- IT
- Regulatory and normative requirements. Including IMO, Class, national regulations (NR, NORMAM, ANVISA, IBAMA, INMETRO, etc.), local/state requirements, and contractual obligations
- Financial and project evaluation. Including net present value (NPV) analysis to support informed decision-making
The outcome of the above activities is a tailored report, which may include:
- Executive Summary. A concise overview of the situation identified during the assessment
- Findings and Compliance Rate. Delivery of completed check sheets and a summarized findings table showing compliance, non-compliance, and other agreed statuses. This table represents the compliance rate, a KPI that provides an immediate snapshot of the current situation and can be updated as compliance improves.
- Solutions and Recommendations (on demand) Practical recommendations describing how to achieve compliance. Solutions are developed through structured brainstorming sessions with stakeholders. When required, engineering design, calculations, or validations are outsourced to specialized partners.
For technical and operational requirements, we can actively participate in:
- Vendor identification and evaluation
- Requesting and reviewing quotations
- Quality checks and acceptance of materials and equipment
- Hiring specialized services and personnel
- Designing and proposing ad hoc technical solutions
- Participating in meetings with agreed stakeholders

This level of support requires close engagement and is most effective when performed on site, although remote support is also possible.
- Newbuilding project management
Extensive experience acting as Owner Representative and Project Manager for the construction of a semisubmersible flotel in China, managing all project phases on behalf of the owner.
1. Owner Representation for Newbuilding Projects
NOVAMARE OFFSHORE provides full Owner Representation services for offshore newbuilding projects, ensuring the owner’s interests are protected throughout all phases of construction. This includes technical oversight, schedule control, quality assurance, and interface management with shipyards, vendors, and classification societies.
2. Newbuilding Project Management (End‑to‑End)
We manage the entire lifecycle of offshore vessel construction projects on behalf of the owner, from concept design to delivery. Our experience includes semisubmersible flotels built in international shipyards, ensuring compliance with technical specifications, contractual obligations, and industry standards.
3. Shipyard Supervision & Construction Oversight
We provide on‑site or remote supervision during construction, integration, commissioning, and sea trials. Our role ensures that the vessel is built according to approved plans, quality requirements, and regulatory frameworks.
4. Interface Management with Shipyard, Class, and Vendors
We coordinate all technical and commercial interfaces between the owner, shipyard, classification society, and equipment suppliers, ensuring smooth communication and timely decision‑making.
5. Contract, Budget, and Schedule Control
We monitor contractual compliance, track project progress, manage variations, and ensure the project remains within budget and schedule.
